Last tpl file during checkout?

Does anyone know the last tpl file in the orderform process before you are passed to the gateway (worldpay or paypal site)?

I thought it was orderform/verticalsteps/complete.tpl but its not.

Its the page with the bar that shows the page is being forwarded automatically.

I can't get my template modifications to show up on that page. Any help appreciated.
