Strange error on Custom error page

Hello

I am trying to setup custom index page but after applying all templates files my index page is not working

I am getting below error :

Fatal error: Call to a member function get_config() on a non-object in /home/xxxxx/public_html/index.php on line 0

and index. php is like this :

Please suggest
