Help understanding Pending orders

Hi!

I'm looking to have the following registration process:

1. Someone signs up for a domain and hosting
2. Card is processed
3. Domain name is registered
4. Hosting is not setup automatically
5. Once hosting is approved and setup customer will get welcome email with login information.


I think I have this mistype setup except I'm not sure Pending means the payment was not processed?

If anyone has worked with this (feel like its common) please let me know.
