Advice needed on multiple promotions aka discount codes

Hello,

For a new add-on we need to add 2 promotion codes to the order overview.
1 code should be entered by the customer, and the other code can only be activated by clicking on a button.

What is the best way to get this done? Is this possible with a hook?
