What is needed for a custom Dedicated Server Mod?

Hi,

I was wondering, what exactly is needed on the backed for a custom Dedicated Server Module.

At the moment I don't need the module to do much orther than give users the option to suspended/unsuspend the server. Basically means power off/on the server.
And of course reboot the server.

Please advise..
