Default Affiliate Settings

I need to pay a client 15% of all of his sales for all products. I also need them to be paid each time their customers renew their services or make their scheduled payments. Does the percentage/default option do this?

actually just noticed that percentage and default are different options all together. So to fine tune my question... if I set it to a percent is that on all sales new and reoccurring?.. and how does default setting handle reoccurring sales and is it a percentage or fixed rate?
