Licensing issue Can't access Whmcs using different IP

Hi
I have installed Whmcs on my Laptop (localhost) using the internet at my office
Now i am trying to access Whmcs using my internet at home and Whmcs is giving me licensing issue
how can i resolve this so i can work on whmcs using my home internet or any other internet

and one thing more
Lets say if the ISP haven't assigned us with a static IP and for some reason we have to restart router and IP address changes so will it be giving me the same problem?

Kindly help me as soon as possible in this regard
