I would like to advice about change the header and footer of the client area

Hello,
I found a problem with the change header & footer of the client area.
My web developer edit codes header & footer.tpl and upload but the client area didn't change anything.
I don't know he made the wrong step or not.
I'm not sure this issue that reflect from new IP Address or not?
I changed New IP Address for hosting and domain and I just submit reissued in my WHMCS's Account.
Please suggest me.
