The above documentation cites the ability to perform PayPal Express payments where it is possible for the client to form an agreement between PayPal and the merchant for money to be taken from their account when requested by the merchant. It does not require CC input through WHMCS.
It avoids the need to be PCI-DSS compliant.
It also avoids the terrible standard PayPal subscription model where you have to mess around with cancellation subscriptions for service cancellations or price changes, or where the date of payment rotates due to the fact that each month does not have the same amount of days, eventually resulting in the customer's PayPal subscription being paid too late!
I'm a bit surprised there isn't already a module for this included in WHMCS!
