I think it's more a bug than a new feature, but we should be able to translate the name of the support departments name and description.
The only workaround actually possible is to manage it from smarty, but it is not an option because if we are making the slightest change to the departments name, we have to change the template to support the new changes again. This should be completely independant from smarty.
Since WHMCS claims to be multi-language, this is not a new feature, but a bug that need to be fixed as soon as possible. Else, I don't think we can consider WHMCS to be completely multi-language nor WHMCS should claim it.
